Off-duty officer, ex-chief accused of assault

Muncie — A prosecutor from a neighboring county will decide whether charges should be filed against an off-duty Muncie police officer and a retired police chief after two men said they were assaulted.

The Star Press reports police are investigating allegations that former chief Joe Winkle, now director of Delaware County's 911 dispatch center, struck a man early Sunday at a Muncie tavern. Another man told police he was later assaulted outside the tavern by off-duty officer Bret Elam after exchanging words with Winkle's son.

The newspaper reported Winkle, Elam and others, including Delaware County Prosecutor Jeffrey Arnold, had apparently traveled from the local Fraternal Order of Police lodge's annual Christmas party to the tavern.

Messages seeking comment were left Thursday for Elam and Winkle by The Associated Press.
